In Subtitle 16 of Article 1 of the Code of Local Laws of Baltimore City, the Civilian Review Board is established as a permanent independent agency through which members of the community can lodge complaints regarding abusive language, false arrest, false imprisonment, harassment, or excessive force by police officers of a law enforcement unit. The Civilian Review Board is also empowered to review policies of a law enforcement agency and make recommendations.
