Trial boards occur when an officer declines a disciplinary determination issued by the  Administrative Charging Committee. The case will go to a trial board made up of a administrative law judge, an officer with the same rank as the accused officer, and a civilian. The Police Accountability Board will select the civilian to serve on a trial board. Prior to serving on a trial board, civilians must attend training by the Maryland Police Training and Standards Commission.  

You can find a printable and fillable application below in both English and Spanish. Please email your application and resume to PAD.OECR@BaltimoreCity.Gov. Applications can be mailed or dropped off to 7 E. Redwood St, 9th Floor, Baltimore, MD 21202. Scanned copies of the application can be submitted via email to PAD.OECR@baltimorecity.gov. If you are not using the online application link, please make sure to include a copy of your resume with your application and use any additional sheets of paper if more space is needed to complete the short answer questions.

All questions within the application are asked for informational purposes only in order to gain more insight into the candidates. Trial board applicants are subject to approval by the Police Accountability Board, must attending training and can be asked to serve on a trial board at any time.
